UAE missions hail PAD chief for inspiring community leadership
DUBAI/ISLAMABAD – Dr Faisel Ikram, president of the Pakistan Association Dubai (PAD), has been awarded the Tamgha-e-Khidmat by the Government of Pakistan in recognition of his remarkable services to the community and humanity in the United Arab Emirates (UAE).

The honour was announced with heartfelt congratulations from both the Consulate General of Pakistan in Dubai and the Embassy in Abu Dhabi.

Pakistan’s ambassador to the UAE, Faisal Niaz Tirmizi, also extended his felicitation and praised Dr Ikram for providing affordable healthcare access to all nationalities, irrespective of their faith or background. “I would like to acknowledge the great contribution made by the Pakistan Association Dubai in providing the cheapest health facility to all nationalities,” said Ambassador Tirmizi.

Who is Dr Faisel Ikram?
A seasoned medical professional, Dr Ikram serves as Consultant General Surgeon and Surgical Gastroenterologist at an international hospital in Dubai. He has volunteered with humanitarian and non-governmental organisations across the globe and joined PAD in 2010.
Rising through the ranks, he served as General Secretary of PAD’s Medical Wing and later as General Secretary of the Association itself before becoming president. He views PAD as a platform to pursue his passion for serving the community. His calm and approachable personality has made him a recognisable figure among expatriates in Dubai.
PAD under Dr Faisel Ikram’s leadership
Under his leadership, PAD’s services have grown exponentially. The Pakistan Medical Centre (PMC), the first and only not-for-profit healthcare facility by any expatriate community in the GCC, has become a cornerstone of this mission. Since its launch in October 2020, Phase 1 of PMC has provided care to over 140,000 patients from more than 100 nationalities. The facility offers free and heavily subsidised medical services to thousands every month, serving as a model of tolerance and compassion.
The success of the PMC was made possible through the “Own a Brick” campaign, which invited the community to contribute towards construction costs. With backing from the Government of Dubai, the Community Development Authority, and Dar Al Ber Society, the project was realised on land originally gifted in 1973 by the late Sheikh Rashid bin Saeed Al Maktoum, a gesture that continues to benefit hundreds of thousands.
What’s next for PMC?
During PAD’s largest-ever Pakistan Independence Day celebrations on 10 August at Expo City Dubai, attended by over 60,000 people, Dr Ikram announced the Dh45 million second-phase expansion of PMC. This ambitious project will triple its capacity and introduce advanced diagnostics, radiology, dialysis facilities, and specialised services. Once completed, the PMC will rank among the largest community healthcare centres for overseas Pakistanis worldwide.
Dr Ikram expressed confidence that, just like the first phase, the expansion will be powered by community and corporate support, with completion expected within two years.
